I can’t find the VAT section on the menu

Welcome to the Community page, 

So the VAT section you should see on the left hand navigation bar under taxes. So when you click on taxes>then click on vat and it will load the vat page section for you to see all your returns. 

If you cant see it, can you send us a screenshot of what it is you are seeing so we can have a look into it for you.
