Allow me to help get the VAT rate to alter on the drop-down list on the invoice. Let's perform the browser troubleshooting to fix the issue.

You can start by signing in to QBO using the incognito mode or private browsing. This type of session doesn’t store data and will help the page load without error from temporary data. From there, open the Invoice page and change the VAT rate.

Here’s how to bring up a private window:

  • For Chrome press Ctrl+Shift+N.
  • For Internet Explorer or Firefox, press Ctrl+Shift+P
  • For Safari, hold down Command+Shift+N

If you can easily change the tax rate, clear the cache of your normal browser to start on a clean slate. This process is just emptying the cache, so the next time you display a webpage, everything must be downloaded anew.

These steps will get you back up and running altering the VAT rate on the invoice. You can bookmark the Set up and edit VAT settings, VAT codes, and VAT rates guide for future reference. Aside from turning on the VAT, the article outlines the complete instructions on how to add more tax rates and edit the VAT settings.

Don’t hesitate to touch base with me here if you need any additional assistance. I’ll be glad to help and make sure this is taken care of for you. Have a good one.
