VAT return not catching all bills when trying to prepare it

I am currently trying to prepare the latest VAT return and when I am reviewing the detail of the return, I noticed that a number of bills within the period are not being included. I have checked to be sure they are dated within the period and they are still not showing up. Why is this?

Are they just having standard 20% VAT codes on them?

 

The other thing that comes to mind, without knowing more; is that you could have your VAT set to cash accounting and cash basis tax; This would account for them now showing up, but only if the bills were unpaid.
