Can i add a new user to have access to only submit receipts, he has a company credit card but has no need for any other function on QB at this time

At this time, the option to add a new user that only has access to submit receipts isn't available in QuickBooks. I recommend taking a look at this article about User roles and access rights in QuickBooks Online. 

I can see how this would be something you'd like to see, so I suggest leaving feedback for our developers by following the steps here. Comments are viewed and considered as they create new features and updates for the software.
