Being able to control what your users can do and see in QuickBooks is important and I can see why the specifications you've mentioned would be helpful to you. I'm happy to explain how user accesses work in QuickBooks Online.
QuickBooks Online has a number of user types to choose from so you can give your team access to what they need to do. That being said, the sort of detailed restrictions you're looking for aren't something the program is capable of doing at this time.
