I want to setup a second user to just add receipts without access to other information

Thanks for joining the Community. I'll be happy to point you in the right direction with managing users on your account. 

 

QuickBooks offers a variety of user types that help you accomplish your goals with ease. The exact user you've described isn't available, however, you can utilize the Standard user.  You can grant roles using the customization options available. The Standard user can work with customers, sales, suppliers, and expenses on the account. Here's a helpful article that shows you how to: Manage user roles or permissions.
