If opting for three users, is this 3 people for one business, or can it be for 3 separate businesses?

One QBO account is for one company file. You can use QB Desktop to manage multiple company files.

QuickBooks Online lets you have multiple companies under the same QBO account. However, each company file needs to be paid for its subscription.

Also, you can add users to your business account depending on your subscriptions and not for three separate businesses.
