Hi there. I'll help you sort this out so your admin can access the QuickBooks Online (QBO) company file.

Before anything else, is the deactivated admin the primary admin of the QBO account? If so, I'd like to know if the admin encountered any error message when attempting to login into the company file.

Also, here's an article to help if this is the case: Get help if you can't sign in to your QuickBooks Online account.

If not, please know that in QuickBooks Online, only the Primary admin and Company admin can change or deactivate a user's access inside the company file. That said, you'll have to reach out to the primary admin or the Admin to give access or edit a user's role in that QBO account.

You can read this article to learn more about the different options for user roles and access permissions in QBO: User roles and access rights in QuickBooks Online.

Additionally, you may want to check out one of our Help pages as your reference to guide you in managing your account in QBO: QuickBooks Account Management
