does anyone know why the memo on payroll says this is not legal pay?

I can share some information about the memo or description showing in your report, @truckingjb11. 

Transactions that are tagged as Not specified in your Profit and Loss by Class report are transactions that are not sorted by any class. You'll see the message Gross Pay - This is not a legal Pay Stub under the Memo/Description column since the Profit and Loss report will show actual expenses.
