In QuickBooks Online, we are required to enter an employee that is working within the United States (US). A foreign employee that's working outside of the US is asked to have a Social Security Number (SSS). The foreign employee is unable to produce the information needed.
As a workaround, you may consider recording a non-US person by creating a dummy Social Security Number and business address. However, I'd still recommend reaching out to a tax professional to seek advice on how it can be set up in other ways.
For further guidance when filing the forms, I would suggest getting in touch with the IRS to make sure that you'll be filing the correct ones.
