Having trouble with Quick books .. Withholding submission to MN State. Unable to sort this for more than 2 weeks with multiple calls to quickboks.

I have opened multiple cases with quick book support  ...e.g Case: [removed].

 

There is no error ... the Withholdings are not being sent automatically to MN state.. I performed all steps as recommended by quick books support but each time I do payroll, It says it puts the amount in Manual and I am forced to manually submit the amount on MN state website. It has been 2 weeks plus and the issue has not been solved.  I have uploaded authorizations multiple times , talked to MN State , but no one can figure out how to switch to automatic payments. 

 

I just do not know what to do here.
