I'm currently using the Core version of QB online payroll. It's new to me. I recently transitioned from an online Intuit payroll product for MACs that is being discontinued. I don't see the same menus/navigation you are referring to. When I click on Payroll Tax in the left pane, I only see a toggle for Payments and Filings. In Filings, there are 3 "Past Due" state tax forms for Q4 2020 and 1 "Past Due" state tax form for Q1 2021. All were submitted and paid manually (outside of QB, before transitioning to Core).
Since the steps above didn't work, I'd recommend reaching out to our QuickBooks Support so they can help you with archiving the past due forms.
