Let me provide some information about accessing QuickBooks Online Payroll on a mobile phone, @napier.

We can run payroll on our mobile devices by accessing QuickBooks Online (QBO) via a web browser. By using any browser installed on your phone, you can log into your QBO account and begin managing your employees.

However, if you're referring to the mobile app, the feature mentioned indicates that any QBO account linked with the payroll service cannot run payroll through the mobile app.
