If I run Payroll on 12/30/2023, can withheld taxes that do not get sent to the Govt until the next calendar year be considered part of my 2023 tax payments?

Tax payment dues will depend on employees' pay dates, regardless of the pay period. Hence, withheld taxes belong to the tax period that you run the payroll or pay your employees despite the submission date.

 

For instance, if you pay your employees within the current calendar year (2023), the payment will be considered part of your 2023 tax liabilities as it's within the bracket of this tax period.
