Importing payroll file from a 3rd party vendor

I previously used a old QB desktop version & just upgraded to QBO.  Previously, I exported an IICF file from our 3rd party payroll provider & imported it into QB as a journal entry.  How do I do this with QBO?  

My google search indicated I should click the "+New" button but that doesn't give any options & just grays out my screen.  The settings widget also grays the screen.
