In QuickBooks Online, reviewing and approving the time of your employees' timesheets before running payroll applies to you. Still, your employees can add their timesheets.
I would recommend checking these resources for more information about reviewing and approving time within your QBO account.
You can add them as time tracking users in your QBO account. Here's how:
Go tothe Gear icon.
Select Manage Users.
Select New.
Click Time Tracking Only user. Then, Next.
Enter the user's email address. They will get an invite that they'll need to accept. (The Time Tracking Only user will be prompted to create an Intuit account if they don't have one.)
Once the user has accepted the invite, they can log in to QuickBooks Online to perform time tracking.
