Welcome to the Community, Jillian. Allow me to help you determine the reason why you can't withdraw funds from your payroll account.

Before anything else, I'd like to know what you mean by the payroll states being on hold.

Regarding the inability to withdraw funds, I recommend checking your subscription and updating your payment information. Here's how:

  1. Select Subscriptions and Billing from the Gear icon.
  2. Click the Billing Details tab.
  3. Choose Edit Billing Information and update your payment info.
  4. This will launch the Wallet list.
  5. Once you have saved the changes, the payment method will display on the Billing Details tab..

Check out this article for more information: Update billing, subscription, and firm info in QuickBooks Online Accountant.

If you encounter a non-sufficient funds (NSF) or payroll service on hold, you can get this resolved by a series of instructions you'll need to perform.

The first step is to look for an email from us that includes a specific return code [RXX] and explains everything you need to know. Find the message with one of the following subject lines:

  • Important: Direct Deposit Payment Unsuccessful.  Urgent Issue with the Payroll Account for [Business Name].
  • Intuit Payroll Services Action Required: Payment Request for Failed Payroll Debit.
  • Intuit Payroll Services Action Required: Partial Payment Received.
  • Important: Tax Payment Unsuccessful. Urgent Issue with the Payroll Account for [Business Name].

For detailed information, you can read this article: Resolve a non-sufficient funds (NSF) hold on your payroll service.

If the issue persists, I recommend contacting the QuickBooks Online (QBO) Payroll Team to check your account's status and resolve the issue with your funds.
