The short answer to your question is yes, you will still be able to process payroll in your QuickBooks v.2021.

We're committed to developing easy and straightforward financial tools that help you today and grow with you tomorrow. But it's a balancing act - making QuickBooks Desktop better and easier to use, while still supporting older versions. Because of this, we support the most current three years of QuickBooks Desktop.

This year we are discontinuing support of QuickBooks Desktop v.2019. Since you have 2021, all of your integrated services will continue to function. You do not have to update to 2022 for payroll functionality.
