which quickbooks and payroll option to purchase

I have quickbooks desktop 2019 Pro and need to upgrade by May 2022.  We have quickbooks 'standard' payroll service currently.  It appears Standard isn't a choice for payroll anymore for new users.  We have a small church with 3 employees so I don't want to spend more than needed.

If I pay the 349 per year subscription for desktop pro 2022, will the 'standard' payroll still work for me?

You're on the right track, a standard subscription for payroll in QuickBooks is no longer a choice. Instead, these are the payroll subscription that comes with your new QuickBooks product: Payroll Subscription in QuickBooks Desktop.
