Multiple Users on Advance Payroll

After migrating to the advance payroll system, only I can now access the Employee section. With Paysuite both myself and my boss were able to. What do I need to do to allow him access. He currently has a screen about changing admin for advance payroll when he clicks on the employee tab.

Can I ask what are the user status are for the users who cant access payroll, so e can have a look into this for you.
