I do really appreciate you for providing the error message you've got when trying to submit your payrun.

The error occurs when there are no employees added, or you're not paying any employee. If that's the case, you can submit EPS instead of the FPS NIL payrun since you're not paying any employee. Here's how:
 

To submit an EPS for no employees paid:

1. Go to Payroll.
2. Run payroll for the current tax period.
3. Use the toggle to remove the employees from the pay run. If needed, you can download a draft PDF version of the employee's payslip by selecting the Net Pay link.
4. Save and view draft.
5. Confirm and submit.

To submit an EPS to HMRC in QuickBooks and know when do you need to submit an EPS, you can check this article for the complete steps and information:  Submit EPS to HMRC in QuickBooks Online Standard Payroll.

1. Select Payroll tax from the tax menu.
2. Due Now will display any outstanding EPS filings. Alternatively, it will be marked as Overdue with the date it was scheduled to be sent.
3. View the specifics of an EPS by selecting it.
4. Submit is the option to choose. Enter your HMRC credentials and then click Submit if this is your first entry.

Your status will change to Accepted if your submission is successful.
