I appreciate you providing the error message and a screenshot to get a better picture of your concern. 

Yes, I can help you run your payroll but allow me to share some possible reasons why you're getting this error message. I can also share with you the possible solutions to help fix each scenario.

If you're a small business owner and you're on the accountant's billing, they'll need to turn on payroll for you. You'll need to contact your accountant for this. 

If your subscription isn't active, it's possible your trial has expired or you have had a lapsed payment. Before we can activate payroll, we need an active subscription. To subscribe, you can check out this helpful article: Update Your Subscription and Billing Details. 

If you haven't filled in your company details, it means you don't have company address, phone number and other information entered in our system. These info act as a billing address in our system so we need them to ensure the correct person is getting billed. To help fix this, you can go to the Company Cog. Then, select Account and settings and choose Company. After that, you can turn on payroll again. 

If you've signed up via Google Play Store or Apple Store, you'll not be able to turn on payroll. As you're unbilled by us, we won't be able to charge for payroll as we don't hold your billing info.

If you're an accountant and your client isn't billed on your wholesale billing, the person has to be the person why pays for the Intuit invoice. To help fix this, the Master Administrator will need to turn it on.
