Paying a different vendor than invoice

Hi

My vendor wants me to pay his invoice to a vendor which i do  not have a business relation and their vendor is overseas/ international 

My question is, is it leagul ? That i can pay his vendor, if yes how to record that transaction to my vendor in quickbooks.
