Why cannot I setup an user to only work on the customers, send the VAT return and then only can view reports?

In QuickBooks, when you choose to select the limited access rights of the user, you are only allowed to select either Customer or Vendor. That said, you can work on any customer/vendor related transaction including sending the VAT return.

The report only is not included in the user limitation. It is a different user type in QuickBooks, which only allows the user to see all reports except the one that shows payroll or contact information.
