Can I add a billable expense to an existing invoice that has not yet been sent out to the client in Quickbooks online?

I have an invoice started in QBO that I'd like to update with a covered expense that I paid on behalf of the client (this is a pass-thru expense with no markup)

You can delete and recreate the invoice with the correct information so you'll have the option to add the billable expense to your invoice. This time, we'll assume that you've already created the billable expense transaction. I've added this screenshot for your guide:
