QB Payment is to accept payments from your customers. You can signup for a free Melio account to pay your international vendors in USD and integrate it with QBO. The flat fee is $20 per transaction.

QuickBooks Payments enables you to include links in your invoices, making it easy for your customers to pay online. As stated by @4Gal, this feature allows you to accept customer payments. They can pay with PayPal, Venmo, credit card, or ACH bank transfer.
