Importing Budget Error - It's a list or transaction that is not supported by the IIF import process.

I'm attempting to import our budget, but I keep getting this error.  I've exported the budget, insert the values, and imported it into QB.  There's not that much to it, but I can't seem to escape this error.  I've even exported the budget and then attempted to import that file...and get the same error.

I would appreciate any ideas you might have...
