I do remember having this issue before something to do with "modern and old style invoices"
Maybe a glitch with the new update?
Let me know if someone figures it out.
Kind of a pain with out progress invoicing.

Progress invoice is unavailable in the new invoice layout. For reference, you can read this article: Set up and send progress invoices. As a workaround, you can switch back to the old layout. However, It may not be possible to switch back to the modern style once you have switched to the old style.
Here's how:
- Open the Invoice.
- Click the Old layout button.
- Select Switch layout.
- Then, Leave and submit.
