Scheduled Reports failing on initialization

We've had trouble getting Scheduled Reports to send; I've seen the many posts about UAC issues and incorrect compatibility settings for the Scheduled Task that gets created, but still running into a different issue.  From the log file:
 
Information 1 Scheduler WPF Software Acceleration has been enabled for QB. Yeyyyyy!
Information 1 Scheduler Starting Scheduler instance.
Information 1 Scheduler Starting initializing schedule data.
Error 1 Scheduler XmlDataStore:GetAllSchedules()The type initializer for 'ScheduledReports.Engine.XmlDataStore' threw an exception.
Information 1 Scheduler Exiting Scheduler instance.
 
This is happening on 3 separate instances (one a fresh install), have tried using the QuickBooks Tool Hub to run repairs/fixes but still no dice.  Latest updates installed.  Support has already been contacted multiple times without any help or resolution.  How do we get Scheduled Reports to actually work?  Has anyone else seen this issue?

We are now investigating customers' inability to email Scheduled Reports in QuickBooks Desktop (QBDT). Our engineering team is aware of the issue and is investigating it. Since they are working on this internally, please know that we cannot provide a turnaround time regarding their efforts.

 

Moreover, I recommend contacting our QuickBooks Support Team to ensure you'll get an update about the resolution status. This way, they can add your company file to the list of affected users. You can provide this investigation number for easy tracking: INV-102625.

 

Here's how you can contact them:

 

  1. In your QuickBooks Desktop account, click the Help menu at the top.
  2. Click the Help menu and select Contact Us.
  3. Provide information about this concern in the search box, then select Continue.
  4. Sign in to your Intuit account and tap Continue. Afterward, select Continue with my account.
  5. Please enter the code that will be sent to you via email and select Continue.
  6. From there, could you select how you want to connect with us? It’s either to chat with us or Have us call you.
