Can you record an invoice with one items that has HST inclusive and one item that is HST excluded on same invoice?

To answer your question, you can't create an invoice in QuickBooks with transactions that are both inclusive of tax and exclusive of tax. You'll have to use one of these options for your line items: Exempt (0%), Zero-rated (0%) and HST ON (13%). For more info on creating invoices, check out this helpful article: Create an invoice.
