How and where do I create a debit memo?

The  function you've described above isn't available as QuickBooks offers a credit note instead of the debit note. That being said,  I you're more than welcome to send feedback about this to our product developers for consideration. To do this, click on the Gear icon and looking for Feedback. New product features and enhancements are largely based on the valuable feedback we get from users like you. In the meantime, I suggest consulting with an accounting specialist for expert advice on how to handle the create a workaround for debit memos.

QBO doesn't have that exact function but you could create a supplier credit which will do similar for your accounting needs.
