I have the QuickBooks Mobile App and also the QuickBooks Self Employed App. Is there a way to combine them? Specifically for the scanned receipt function? I Just need 1!

QuickBooks Online and QuickBooks Self-Employed are two separate products, meaning there isn't a way to combine their apps or their accounts. What I recommend in this case is choosing whichever one you'd like to go with and delete the app you don't need. If you have a subscription with both products, it's always important to make sure you cancel the subscription of the one you don't want so that you're not paying twice.
