Is there access to Purchase orders? They would convert to Invoices and invoice statements.

The ability to use Purchase orders isn't available in QuickBooks Self-Employed. However, this feature is available in QuickBooks online, specifically on the Plus subscription package. You're more than welcome to send feedback about this feature to our product developers by clicking Assistant > Talk to a human. Otherwise, I'd recommend checking out QuickBooks Online if you'd like to start using Purchase orders for your business. Here's an article that'll help you get started with QB Online.
