Trying to add a sales tax rate for a new city in California who I am doing business with. When I click on "sales tax" in the "taxes" tab, I receive the following message ...

<Message>AuthenticationFailed;;</Message>
<ErrorCode>401</ErrorCode>

To resolve your situation, please ensure you have the accurate user role in QuickBooks (QB), Scott.

Adding a sales tax rate requires appropriate company permission. While Primary and Company admins have this access, other user roles also have this capability, and some don't. Refer to this link for the complete list: User roles and access rights.

If you have the necessary company role, kindly clear your browser's cache and cookies. Doing so eliminates excessive data build-up that impacts the platform's performance. You can also consider using another supported browser if the issue persists.

Alternatively, you can ask the admins or other team members who have specific user access to generate the new sales tax rate.

Are you using a Simple Start, Essentials, or Plus subscription? If so, you might be interested in the additional functions that the QB Online Advanced plan offers. It provides flexibility in managing custom reports, user roles, and other innovative features.

You may also utilize your reports in QuickBooks to review your accumulated sales tax dues. Click this article for more information: Check how much sales tax you owe.
