Sales tax isn't calculating on Colorado's freight charges

How do I get the shipping amount to calculate taxes shipping to CO?  It looks like FR023000 tax jurisdiction is not set up for Colorado.  Please advise.

The Shipping field below the Sales tax section is for manual tracking purposes of the shipping cost only. Thus, it's not taxable, or the program will not calculate sales tax for the shipping cost.
